Case Study: Bentley Motors Development Framework & Masterplan

Bentley Motors employ over 4,000 staff at its Crewe factory and produce over 11,000 luxury cars per year that are exported all over the world; including being the largest luxury car brand in China.
We worked with Bentley Motors, their planners, and with services from across the Council to shape a Development Framework and Masterplan. This outlined how the long-term future of the factory could look – supporting Bentley as a core component at the heart of Crewe’s economy. A key element of the Masterplan is to create an advanced manufacturing and business ‘campus’ in Crewe to safeguard and support future growth of Bentley in the town.
In order for Cheshire East Council to decide whether to endorse Bentley’s vision, we carried out a comprehensive consultation exercise, which enabled local residents and stakeholders to state their views on the vision, and importantly to provide an opportunity to input into Bentley Motors’ plans at an early pre-planning stage.
The consultation was undertaken over a 6 week period in early 2017 during which 379 responses were received including briefing sessions and an online survey. Overall, the consultation showed that:
- 70% of respondents indicated that they would tend to support or strongly support the growth of Bentley Motors.
- 48% of respondents supported the creation of the campus, whilst 39% objected.
The Masterplan was subsequently backed by Cheshire East Council and will enable Bentley to move forward with further specific planning applications to be considered in detail.
